Forget about Democrats, Republicans, and Independents for a moment. In Maricopa County, 53% of the voters are highly partisan. They have a less than 10% probability of voting for the opposite party. In LD3, 56% of voters are highly partisan. We have some precincts which are more than 60%!

It’s no surprise that unaffiliated voters are much less partisan. Only about 18% are effectively unmovable. These precincts show where our Independents are much more partisan than the rest of the district:
